At EPSA 2021 (online, June 24–25), I presented this paper examining whether ethnic minorities residing within the territorial homelands of other groups face heightened risks of political mobilization and victimization. I argued that such "internal minorities" occupy a structurally precarious position — surrounded by a dominant co-ethnic majority whose political institutions they did not design — and showed empirically that this exposure significantly raises both their propensity to mobilize and their vulnerability to violence.
