At the IPSA Joint Conference (Nicosia, June 24–27, 2017), I presented this co-authored paper with Daniel Bochsler developing a two-dimensional framework to capture the dual nature of power-sharing — its capacity to reduce violence and its potential to entrench ethnic divisions. We used this framework to reinterpret a set of well-known cases where power-sharing produced unexpected or contradictory outcomes.
